The Contractor shall furnish all materials, labor, tools, transportation, equipment, supervision and any other services necessary to correct the drainage problem at the R & T Building. Work to include new roof drains which involves penetration through the ceilings and repair of existing single ply roofing at areas of alteration. The roof repairs needed, including associated flashing membranes shall be directly manufactured by Sika Sarnafil and shall be rated as an Underwriters Laboratory adhered, reinforced, PVC membrane roof system. Sika Sarnafil has specific guidelines for these types of repairs and their manufacturers specifications should be strictly followed for all repairs necessary. Upon completion, the roofing system alterations will require an inspection by the manufacture's Technical Sales Representative along with the Chief of Plant Operations III or his designee to verify that the system has been installed according to specifications and details. There shall be no deviation made from the contract specifications or Plan A1 or G1 without prior written approval by the Chief of Plant Operations III or his designee. Contractor is responsible to flow test roofing and piping systems to ensure they are free of any leakage.

Approved Roofing Membrane Systems:

Reinforced PVC membrane with minimum 60 mils polymer thickness (± 2 mils I 30 mils above reinforcement layer), "Energy Star" CRRC compliant white membrane in accordance with Title 24, Section! 18 requirements to be installed as specified herein. All open soil, transit, and vent pipes will be flashed utilizing a standard Vent Stack detail with PVC membrane cap if applicable. The use of clamps and caulking for membrane termination will not be accepted at open (non-connected) pipes. As required, reinstall all existing anti-theft caps after performing Vent-Stack flashing detail also if applicable. 2. Perform all flashing and detail work in strict accordance with the roofing manufacturer's standard written and detail requirements for roof alterations if required.

NEW PUBLIC WORKS REGISTRATION REQUIREMENTS: All contractors and subcontractors shall not be qualified to bid on or be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Sections 1771.1(a) and 1725.5 More information may be found at:



This project is a public project with prevailing wages and ALL contractors are required to comply with Labor Code 1777.5 and 1777.6. These labor codes also involve possible donations to an apprenticeship program. You may not be required to donate if your company is union. PLEASE BE SURE TO INCLUDE THESE IN YOUR BID!!! There is a per day penalty for underpayment of prevailing wages and/or overtime payments.


Thomco requires that all subcontractors issue certificates of insurance (general liability & worker’s compensation) naming Thomco Construction Inc. as additionally insured. For the worker’s compensation: a waiver of subrogation for the duration of the project is required. Please include the costs for obtaining these in your bid. NO INCREASE IN CONTRACT AMOUNT(S) WILL BE ISSUED AFTER BID FOR THESE CONDITIONS.

Penalties: $150.00 per day
